Working rules for reexamination of students from poor families in civil engineering and Architecture College

(1) Application conditions


1. Orphans, children of martyrs or children of preferential care families without direct financial resources.


2. Poor single parent or elderly, disabled, sick, long-term bedridden family lack of labor force, family has no fixed source of income, and relatives and friends have no financial support ability.


3. Families are listed as extremely poor families by the local government, which are difficult to maintain basic living. The family is the object of minimum living security for urban residents determined by the civil affairs department.


4. The student's family or his / her own misfortune (such as natural disaster in the family, sudden illness or accident in the student or his / her immediate family) is beyond the family's affordability.


5. Those who come from the old, young, frontier and poor areas, have poor economic conditions, have no fixed source of income for their families, and are difficult to maintain their basic life.


(2) Cognizance procedure


1. Individual application. The students shall submit a written application form for the identification of students with financial difficulties in Colleges and universities to the assessment group within the time specified by the college, and provide proof materials for the identification of students with financial difficulties in their families. The family financial difficulties materials provided by the extremely poor students must be the proof materials of the civil affairs departments, hospitals and other relevant departments at or above the county level (including the death certificate and disability certificate of their parents or one of them); the family financial difficulties materials provided by the poor students must be the proof materials of the relevant departments at or above the township level. When the students who have been identified by the University as having financial difficulties apply for identification again, they can only submit the application form for identification of students with financial difficulties in Colleges and universities, and no longer submit the questionnaire of students and families in Colleges and universities.


2. Grade review. The evaluation group is composed of counselors, student cadre representatives, dormitory leaders and ordinary students who do not apply for grants. According to the materials submitted by the students, their family economic situation, their daily consumption behavior, the relevant factors affecting their family economic situation and their usual performance, the evaluation group will evaluate and draw up a list of students with financial difficulties of all grades and grades.


3. College audit. The working group of College accreditation seriously reviews and identifies the preliminary assessment results declared by the assessment groups of each grade.


4. Publicity and objection handling. After being approved by the working group, the list and grades of students from poor families will be publicized in the college for 3 working days. If the teachers and students have any objection, they can raise a query to the working group in writing. The working group shall give a reply within 3 working days after receiving the objection materials.


5. Report for approval. The college collects the list and grades of students with financial difficulties drawn up by each grade, and reports them to the student department according to the requirements of the school.


6. Establish files. The college establishes information files for students with financial difficulties.


(3) Other matters


The identification of poor students adheres to the principles of objectivity, justice and democracy. Dynamic management is implemented for poor students, which is recognized once every academic year. Counselors of each grade are responsible for the reexamination of poor students in their own grade. Those who cheat will be disqualified as poor students once they are found, and will be criticized, educated and punished according to the seriousness of the case.


Under any of the following circumstances, they shall not be recognized as poor students. Those who have obtained the qualification for poor students shall be immediately cancelled and their subsidies for difficulties shall be stopped.


1. Violation of national laws and regulations;


2. In the year of identification, those who have been given severe warning or above (including severe warning) by the school;


3. Those who failed in three courses in the final examination in the current year;


4. False report of family financial situation or personal living condition after investigation;


5. Those whose family economic conditions have been greatly improved and have a fixed source of livelihood;


6. Smoking, drinking and extravagance are bad habits.
