Regulations on the management of College Students

Chapter I General Provisions


Article 1 These Provisions are formulated in accordance with the education law, the higher education law and other relevant laws and regulations for the purpose of maintaining the normal order of education, teaching and life in Institutions of higher learning, ensuring the physical and mental health of students, and promoting their all-round development in morality, intelligence, physique and aesthetics.


Article 2 These Provisions are applicable to the administration of general institutions of higher learning and scientific research institutions undertaking the task of Postgraduate Education (hereinafter referred to as institutions of higher learning or colleges) on postgraduates, undergraduates and Junior College (Higher Vocational) students receiving general higher education.


Article 3 institutions of higher learning should take the cultivation of talents as the center, follow the national educational policy and educational laws, and constantly improve the quality of education; they should run the university according to law, manage strictly, improve and perfect the management system, and standardize the management behavior; they should combine management with strengthening education, constantly improve the management level, and strive to cultivate qualified socialist builders and reliable successors.


Article 4 College students should strive to study Marxism Leninism, Mao Zedong thought, Deng Xiaoping Theory and the important thought of "Three Represents", establish the common ideal and firm belief of taking the road of socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation under the leadership of the Communist Party of China, and establish patriotism, unity, peace loving, hardworking, brave and self-confidence They should abide by the constitution, laws and regulations, abide by the code of conduct for college students, abide by the school management system, and have good moral quality and behavior habits; they should study hard, have the courage to explore, practice actively, and strive to master modern scientific and cultural knowledge and professional skills; they should actively exercise and have healthy health Physical fitness.


Chapter two students' rights and obligations


Article 5 students shall enjoy the following rights in accordance with the law during their schooling period:


(1) Participate in the activities arranged by the school education and teaching plan, and use the education and teaching resources provided by the school;


(2) Participate in social services, work study, organize and participate in student groups, cultural and sports activities in the school;


(3) Apply for scholarships, grants and loans;


(4) Get a fair evaluation in Ideological and moral, academic performance, etc., and obtain the corresponding academic certificate and degree certificate after completing the school's required studies;


(5) If there is any objection to the punishment or treatment given by the school, appeal to the school or the administrative department of education; if the school or the staff infringe upon their personal rights, property rights and other legitimate rights and interests, appeal or bring a lawsuit according to law;


(6) Other rights stipulated by laws and regulations.


Article 6 students shall perform the following obligations in accordance with the law during their schooling:


(1) Abide by the constitution, laws and regulations;


(2) Abide by the school management system;


(3) Study hard and finish the required study;


(4) Pay tuition fees and related fees according to regulations, and fulfill the corresponding obligations of obtaining student loans and grants;


(5) Abide by the students' code of conduct, respect teachers, develop good ideological and moral character and behavior habits;


(6) Other obligations stipulated by laws and regulations.


Chapter III Management of student status


Section 1 enrollment and registration


Article 7 the freshmen admitted according to the national enrollment regulations shall go through the enrollment procedures in accordance with the relevant requirements of the University and the prescribed time limit on the strength of the admission notice. If a student can not be admitted on time for some reason, he shall ask for leave from school. Those who do not ask for leave or ask for leave beyond the time limit shall be deemed to have given up their qualification for admission, except for force majeure and other legitimate reasons.


Article 8 after new students enter the school, the school shall review them within three months in accordance with the national enrollment regulations. Those who pass the reexamination will be registered and obtained the student status. Those who fail to pass the reexamination shall be dealt with by the school according to the situation until they are disqualified.


The school shall cancel the student status of any person who obtains the student status through fraud or favoritism. If the circumstances are flagrant, relevant departments shall be invited to investigate.


Article 9 freshmen with diseases who are diagnosed as unfit to study in school by a hospital designated by the school at or above the second grade A (the same below) may retain their admission qualifications for one year. Those who retain the admission qualification do not have school status. During the period of retaining admission qualification, after treatment and rehabilitation, they can apply to the school for admission. The hospital designated by the school makes diagnosis and meets the requirements of physical examination. After the school passes the reexamination, they can go through the enrollment procedures again. Those who fail to pass the reexamination or fail to go through the enrollment procedures within the time limit shall be disqualified.


Article 10 at the beginning of each semester, students shall go through the registration procedures in accordance with the provisions of the school. Those who fail to register on time shall go through the procedures of suspension of registration. Those who fail to pay tuition fees in accordance with the provisions of the school or do not meet the registration requirements shall not be registered.


Students from poor families may apply for loans or other forms of financial assistance and register after going through relevant procedures.


Section 2 assessment and record


Article 11 students shall take part in the assessment of the courses and various links of education and teaching (hereinafter referred to as courses) specified in the school's education and teaching plan, and the assessment results shall be recorded in the score book and put into their own files.


Article 12 assessment is divided into examination and examination. The methods of assessment and performance evaluation, and whether the courses that fail to pass the assessment are to be re studied or re examined shall be prescribed by the school.


Article 13 the assessment and appraisal of students' Ideological and moral character shall be based on the code of conduct for students of institutions of higher learning, in the form of personal summary and democratic appraisal by teachers and students. The results of students' physical education should be comprehensively evaluated according to their attendance, in class teaching and extracurricular exercise activities.


Article 14 the number of courses taken or grades to be taken by students during the semester or academic year, as well as the requirements for upgrading, skipping grades, repeating grades, demoting and re studying, shall be prescribed by the school.


Article 15 students may, in accordance with the relevant regulations of the University, apply for minor courses in other majors or take courses in other majors.


Students can take courses across schools according to the inter school agreement. The course scores (credits) of students studying in other schools shall be recognized after being reviewed by our school.


Article 16 If a student seriously violates the discipline of examination or cheats, the examination results of the course shall be recorded as invalid, and the school shall, according to the circumstances of the violation of discipline or cheating, give criticism education and corresponding disciplinary actions. Those who are given a warning, serious warning, demerit recording or detention for observation may be given a make-up examination or a chance to take another course before graduation if they have a good performance in education.


Article 17 If a student is unable to participate in the activities specified in the education and teaching plan on time, he shall ask for leave in advance and obtain approval. Those who are absent without approval shall be criticized and educated according to the relevant provisions of the school, and those who are serious shall be given disciplinary action.


Section 3 changing majors and schools


Article 18 students may apply for changing majors according to the regulations of the University. The change of majors is approved by the school.


According to the development and change of social demand for talents, the school can adjust students' majors appropriately when necessary with the consent of students.


Article 19 students shall generally complete their studies in the schools they are admitted to. If you are sick or have special difficulties, you can apply for transfer.


Article 20 a student may not transfer to another school under any of the following circumstances:


(1) Less than one semester of enrollment;


(2) Those who transfer from the next batch of schools to the previous batch, or from the low level of education to the high level of education;


(3) When enrolling students, it is determined to be oriented and entrusted training;


(4) Those who should drop out of school;


(5) Others without justifiable reasons.


Article 21 with the consent of the two schools, the transfer school shall report to the local provincial administrative department of education for confirmation, and the transfer procedures can be handled if the reason is justified; for trans provincial transfer, the provincial administrative department of education in the place of transfer shall negotiate with the provincial administrative department of Education in the place of transfer, and handle the transfer procedures after confirmation according to the transfer conditions. For those who need to transfer their registered permanent residence, the provincial education administrative department of the transfer place shall send a copy of the relevant documents to the local public security department of the transfer place.


Section 4 suspension and resumption


Article 22 students may complete their studies in stages. The maximum length of schooling (including suspension) shall be stipulated by the school.


Article 23 If a student applies for suspension of school or if the school considers it necessary, he may suspend school with the approval of the school. The number and duration of suspension shall be determined by the school.


Article 24 when students are recruited into the Chinese people's Liberation Army (including the Chinese people's Armed Police Force), schools shall retain their student status for one year after retirement.


Article 25 students who are suspended from school shall go through the suspension procedures and leave school, and the school shall retain their student status. During the period of suspension, students do not enjoy the treatment of students studying in school. If a suspended student falls ill, his medical expenses shall be dealt with according to the regulations of the school.


Article 26 upon the expiration of the suspension period, a student shall apply to the school for resumption of school before the beginning of the semester, and can only resume school after passing the school's reexamination.


Section 5 drop out


Article 27 a student shall drop out of school under any of the following circumstances:


(1) Failing to meet the requirements of the school in academic performance or failing to complete their studies within the prescribed period of time (including suspension from school) of the school;


(2) Failing to apply for resumption of schooling within the time limit prescribed by the school upon the expiration of the suspension period, or failing to pass the reexamination of the application for resumption of schooling;


(3) Having been diagnosed by the hospital designated by the school as suffering from disease or accidental disability and unable to continue to study in school;


(4) Leaving school without asking for leave and not participating in the teaching activities prescribed by the school for two consecutive weeks;


(5) Failing to register beyond the time limit prescribed by the school without proper reasons;


(6) I applied to drop out.


Article 28 the treatment of students dropping out of school shall be decided by the president's meeting.


For students who drop out of school, the school shall issue a letter of decision to drop out and send it to themselves, and report it to the provincial education administrative department of the place where the school is located for the record.


The twenty-ninth students who drop out of school should leave school according to the prescribed time limit of the school, and the files and accounts will be returned to the place where their household registration is located.


Graduates who drop out of school can get employment according to their academic qualifications and employment policies, and the relevant procedures should be handled by the provincial Employment Department of the provincial school graduates. If the employment units are not provided for in the prescribed time limit, the files and accounts will be returned to the registered residence of their families.


Article 30 If a student has any objection to the treatment of dropping out, it shall be handled with reference to articles 61, 62, 63 and 64 of these provisions.


Section 6 graduation, completion and dropout


Article 31 students who have completed the contents specified in the education and teaching plan within the prescribed period of time and have met the requirements of graduation morally, intellectually and physically are allowed to graduate, and the school shall issue a graduation certificate.


Article 32 If a student fails to meet the requirements for graduation after completing the contents specified in the education and teaching plan within the time limit prescribed by the school, he shall be allowed to complete the course, and the school shall issue him a certificate of completion. After graduation, whether it is possible to take a make-up examination, redo or make up the graduation design, thesis and defense, and whether it is possible to issue a graduation certificate shall be determined by the University. For the graduation certificate issued after qualification, the graduation time shall be filled in according to the issuing date.


Article 33 the degree conferring unit shall issue degree certificates to those who meet the conditions for conferring academic degrees.


Article 34 for students who have completed one academic year or more and have dropped out of school, the school shall issue an attendance certificate.


Article 35 schools shall fill in and issue academic certificates and degree certificates in strict accordance with the types of schools and forms of study determined at the time of enrollment.


Article 36 a school shall implement the electronic registration management system for academic credentials of higher education, report the information of the graduation (completion) certificate issued to the local provincial education administrative department for registration every year, and the provincial education administrative department shall report it to the education administrative department of the State Council for the record.


Article 37 A minor certificate shall be issued by the university to those who have completed their studies in their own major while minor in other majors and have met the minor requirements of the major.


Article 38 a school may not issue academic credentials or academic degrees to a student who has entered a school in violation of the state regulations on enrollment. The school shall recover the academic credentials or academic degrees already issued and report them to the administrative department of education to declare them invalid.


Article 39 in case of loss or damage of graduation certificate, completion certificate, attendance certificate and academic degree certificate, the school shall issue corresponding certificates after verification of its own application. The certificate shall have the same effect as the original certificate.


Chapter four campus order and extracurricular activities


Article 40 schools shall maintain normal order on campus and ensure the normal study and life of students.


Article 41 schools shall establish and improve the organizational form of students' participation in democratic management, and support and guarantee students' participation in democratic management according to law.


Article 42 students shall consciously abide by the moral standards of citizens and the school management system, and create and maintain a civilized, clean, beautiful and safe learning and living environment.


Students are not allowed to drink, fight, gamble, take drugs, spread, copy, sell illegal books and audio-visual products and other acts in violation of the provisions of public security administration; they are not allowed to participate in illegal pyramid selling and activities of cult and feudal superstition; they are not allowed to engage in or participate in activities that damage the image of college students and social morality.


Article 43 No organization or individual may conduct religious activities in schools;


Article 44 students may organize and participate in student organizations on campus. A student shall submit a written application to the school for approval in accordance with the relevant regulations of the school.


Student organizations shall act within the scope of the constitution, laws, regulations and school management system and accept the leadership and management of the school.


Article 45 schools shall advocate and support students and student organizations to carry out academic, scientific, technological, artistic, cultural and sports activities beneficial to physical and mental health.


Students' extracurricular activities shall not affect the normal order of education, teaching and life of the school.


Article 46 schools shall encourage, support and guide students to participate in social practice, social services and work study activities, and provide necessary assistance according to the actual situation.


Students participating in work study activities shall abide by laws, regulations and the management system of the school and the employing unit, and fulfill the relevant agreements on work study activities.


Article 47 the holding of large-scale assemblies, processions, demonstrations and other activities by students shall be approved in accordance with legal procedures and relevant provisions. If the approval is not obtained, the school shall dissuade or stop it according to law.


Article 48 when using computer networks, students shall abide by the relevant provisions of the state and schools on the use of networks, and shall not log on to illegal websites or disseminate harmful information.


Article 49 schools shall establish and improve the management system of students' accommodation. Students should abide by the school's regulations on student accommodation management.


Chapter V reward and punishment


Article 50 schools, provinces (autonomous regions, municipalities directly under the central government) and the relevant departments of the State shall commend and reward students who have developed in an all-round way in morality, intelligence, sports and aesthetics, or who have performed outstanding in ideology and morality, academic achievements, scientific and technological creation, physical exercise and social services.


Article 51 the commendation and reward for students may take various forms, such as awarding the title of "three good students" or other honorary titles, awarding scholarships, etc., and giving corresponding spiritual encouragement or material rewards.


Article 52 schools shall give critical education or disciplinary punishment to students who violate the law, regulations or discipline.


The disciplinary punishment given to students by schools should be in accordance with the nature of students' violation of laws, regulations and discipline and the severity of their faults.


Article 53 The types of disciplinary actions are as follows:


(1) Warning;


(2) Serious warning;


(3) Recording demerit;


(4) Stay in school for inspection;


(5) Expulsion from school.


Article 54 a student may be expelled from school under any of the following circumstances:


(1) Those who violate the constitution, oppose the four cardinal principles, undermine stability and unity, and disrupt social order;


(2) Violating the laws of the state and constituting a criminal offence;


(3) Being punished in violation of the regulations on the administration of public security, which is of a bad nature;


(4) Having someone else take the place of another person in the examination, taking part in the examination for another person, organizing cheating, using communication equipment to cheat or other serious cheating behaviors;


(5) Plagiarizing or plagiarizing other people's research results to a serious extent;


(6) Violation
